Error code 9 usually means that either the controller or the display is not working correctly.
Unplug the display and the brake levers, then try to use the throttle. If the throttle doesn't work, your controller isn't functioning correctly and we will need to replace it. If the throttle does work and it works with the brake levers plugged in, we will need to replace your display.
